California made history — and most families still don't know it
On January 1, 2023, California became one of the first states in the nation to add doula services as a covered preventive benefit under Medi-Cal. The benefit was years in the making — driven by community-based doulas, birth justice advocates, and the overwhelming evidence that doula support improves maternal outcomes, particularly for Black and Indigenous families who face the highest rates of maternal mortality and complications.
Medi-Cal pays for more than 40 percent of all births in California. That means hundreds of thousands of families who deliver each year in Southern California are potentially eligible for covered doula support — and most of them have no idea.

What Medi-Cal's doula benefit covers
California's Medi-Cal doula benefit is among the most comprehensive state doula benefits in the country. The California DHCS issued a statewide standing recommendation that all eligible Medi-Cal members benefit from doula services — meaning no separate referral from your OB or midwife is required to begin.
Because Medi-Cal covers more than 40 percent of California births, this benefit has the potential to reach more Southern California families than any other doula coverage program in the state. Most just haven't heard about it yet.Verify My Benefits
First meeting with your doula — discuss your birth preferences, build your relationship, and begin preparing for labor together.
Eight additional visits in any combination of prenatal preparation and in-home postpartum support — used however your family needs them most.
Your doula present throughout active labor and delivery — including support for births ending in miscarriage, stillbirth, or abortion.
Two extended postpartum visits for in-depth feeding support, newborn care guidance, and emotional check-ins at home. No additional recommendation required.
With a second recommendation from your provider, up to nine additional postpartum visits can be added for families who need more support.
Doula services are available throughout your pregnancy and for up to 12 months after the end of your pregnancy — even if your baby has already been born.
What every Medi-Cal pregnant member should know about
Medi-Cal offers a remarkable range of free maternal health programs that most members never know to ask for. Here are the most impactful programs available to you — all included with your Medi-Cal coverage.
Medi-Cal covers a free breast pump for eligible members. Ask your OB or midwife for a prescription referral, then contact your managed care plan to order through an approved DME supplier who ships directly to your home. Order in your third trimester. If you need a pump sooner, WIC can provide a loaner pump while your plan order processes — call 1-888-942-9675 to find your local WIC office.

English and Spanish available. This line is one of the most useful and least-known benefits in the Medi-Cal package.
Available 24 hours, 7 days a week — English and Spanish 1-877-372-5777Medi-Cal covers mental health counseling and postpartum depression treatment through your managed care plan's behavioral health benefit. Call the Member Services number on the back of your Medi-Cal card and ask for a behavioral health referral. Postpartum Support International also offers a free peer helpline every day of the week for immediate support while you wait for a referral appointment.
PSI free helpline — available daily PSI: 1-800-944-4773The WIC program provides free healthy food benefits, nutrition counseling, breastfeeding education, and community referrals for Medi-Cal members who are pregnant or postpartum with a child under 5. Electric breast pumps also available for qualifying members returning to work or school. Multiple WIC offices throughout every county in Southern California.
California WIC — apply by phone or online 1-888-942-9675The Comprehensive Perinatal Services Program (CPSP) provides free nutrition assessment and counseling, psychosocial assessment and support, and health education throughout pregnancy and up to 60 days postpartum — available through your OB or midwife if they are CPSP-certified. Ask your prenatal provider about CPSP enrollment at your first visit.
Available through your prenatal care provider DHCS.ca.gov — CPSP ProgramA free group-based program for Black women and birthing people in California — focusing on empowerment, stress reduction, and improving birth outcomes. Available in many Southern California counties through local health departments. Created specifically to address the disproportionately high rates of maternal mortality and infant mortality facing Black families in California.

Most Medi-Cal members in Southern California receive their benefits through a managed care plan rather than fee-for-service Medi-Cal. The core doula benefit is the same across all plans — but enrollment, billing, and some member resources vary by plan. SoCal Doulas is contracted with the major Medi-Cal managed care plans serving Southern California families.

Verify My Benefits Free- Inland Empire Health Plan (IEHP) — Riverside and San Bernardino County members. IEHP's Maternal Health team at ext. 8580 coordinates doula referrals and postpartum case management for up to two years after birth.
- Community Health Group (CHG) — San Diego County members. CHG's Member Services at (800) 224-7766 handles doula referrals and maternity case management throughout San Diego.
- Blue Shield of California Promise Plan — Los Angeles and San Diego County members. Maternity Care Management at (888) 802-4410 coordinates doula services and the free Maternity Program.
- Health Net Medi-Cal — Available throughout Southern California, with a choice between individual doula or the Mahmee digital maternity platform.
- Kaiser Permanente Medi-Cal — Kaiser Medi-Cal members have been covered since 2023. Contact KP Medi-Cal Member Services at 855-839-7613 (24/7).
