Inland Empire Health Plan covers doula services for eligible Medi-Cal members under California's statewide doula benefit — the same program that has made professional birth and postpartum support accessible to families throughout the state since 2023. If you have IEHP and are currently pregnant, or were pregnant within the last 12 months, you may qualify for covered doula services right now.

What does IEHP's doula benefit actually cover?

IEHP's doula benefit follows California's comprehensive Medi-Cal doula benefit structure. Here's what eligible members receive:

  • One extended initial visit — 90 minutes — to meet your doula, discuss your birth preferences, and begin preparing for labor
  • Up to 8 additional visits in any combination of prenatal and postpartum support
  • Continuous labor and delivery support — your doula by your side throughout active labor and birth
  • Two extended three-hour postpartum visits for feeding support, newborn care, and emotional check-ins at home
  • With a second provider recommendation, up to 9 additional postpartum visits can be added for families who need more support

The entire benefit is available for up to 12 months after the end of your pregnancy — meaning even families who have already delivered may still qualify for covered postpartum visits.

No referral required — the standing order takes care of it

One of the questions we hear most from IEHP families is whether they need their OB or midwife to initiate the process. They don't. The California Department of Health Care Services issued a statewide standing recommendation that all Medi-Cal members who are pregnant or were pregnant within the past year benefit from doula services. This standing order fulfills the referral requirement — so you can reach out to SoCal Doulas directly and we'll handle the enrollment from there.

What a doula actually does for your family

A birth doula is not a medical provider — we don't make clinical decisions or replace your OB. What we do is provide the continuous human presence and emotional steadiness that medical teams, as skilled as they are, simply don't have time to offer.

During labor your doula is with you the entire time — providing counterpressure for back labor, helping you find positions that ease discomfort and support progress, guiding your breathing through contractions, and keeping both you and your partner grounded when things feel most intense. Before birth, your doula helps you build a thoughtful birth plan and prepares your partner to feel genuinely involved and useful on labor day — not helpless.

After your baby arrives, those postpartum visits are often the ones families say they wish they'd had more of. Your doula comes to your home, helps you get feeding on steadier ground, walks you through newborn care hands-on, and checks in on how you're actually doing emotionally — not just physically.

Free IEHP resources every pregnant member should know about

Your doula benefit is just one part of what IEHP offers pregnant and postpartum members. Here are the programs most families don't know to ask for — all included with your IEHP membership.

Free breast pump. IEHP covers a free breast pump for eligible members. Call Member Services at 1-800-440-4347 to request a referral and order through an approved supplier. Order in your third trimester so it arrives before your baby. If you need one sooner, WIC can provide a loaner pump — call 1-888-942-9675 to find your nearest Inland Empire WIC office.

Loving Support breastfeeding helpline. IEHP sponsors the Loving Support Program through Riverside University Health System — a free 24/7 breastfeeding helpline staffed by certified lactation consultants and IBCLCs. Available in English and Spanish, no referral needed. Call 1-888-451-2499 any time, day or night.

Postpartum depression case management. IEHP's case management team provides ongoing PPD support for up to two years after birth — a genuinely unusual and valuable resource. If you're struggling after your baby arrives, call the Maternal Health team at ext. 8580. Depression and anxiety after birth are common and treatable, and IEHP has dedicated staff specifically to help you navigate it.

Free IEHP prenatal class series. IEHP offers free in-person pregnancy and postpartum classes at locations across the Inland Empire — covering nutrition, labor preparation, breastfeeding, stress management, and newborn care. Register through the IEHP Secure Member Portal at iehp.org.

12-month postpartum coverage extension. IEHP automatically extends full Medi-Cal coverage for up to 12 months after the end of your pregnancy — regardless of income changes, citizenship, or immigration status. No action required from you. This means your doula benefit, mental health services, and all other IEHP benefits remain active for a full year after your baby is born.

IEHP doula support for VBAC and cesarean births

IEHP's doula benefit applies to all birth types — including families planning a vaginal birth after cesarean and families preparing for a repeat cesarean. VBAC births in particular benefit deeply from doula support. The emotional preparation, confidence-building, and steady labor presence a doula provides can make a meaningful difference in how families navigate the unique weight a VBAC carries.
